There's a mod that slows down pedestrians but they will clog up intersections due to the speed (they take quite long to cross streets). If they made the day/night cycle about 4-5 times longer, to allow for the effects of day and night life to really take effect, I would use it; also if it didnt drop my framerate to single digits.
