The SPAD Risk Ranking Tool gives a measure of the level of risk associated with each SPAD that occurs, so industry performance can be measured as a percentage change year on year. Additionally, it can be used to inform the SPAD investigation process. The Rail Accident Investigation Branch (RAIB) opened an investigation into the incident, which it called a "dangerous occurrence".
